What is Democracy?
Democracy is often regarded as an ‘essentially contested’ concept, meaning that no universal agreement exists on its definition or full content (Gallie, 1956). For the purpose of this article, democracy is understood as a system of government in which the whole population or all eligible members of a state participate, typically through elected representatives.
With this regard, The International Day of Democracy was established to offer a global opportunity to assess the current state of democracy. This day emphasises the importance of freedom of expression, a cornerstone of any functioning democracy, as it allows for open debate, accountability, and the free exchange of ideas.
Article 19 of the Universal Declaration of Human Rights guarantees the right to hold opinions without interference and to seek, receive, and share information through any media, regardless of borders—principles vital to a democratic society.
This Year’s Theme: Artificial Intelligence and Democracy
The 2024 International Day of Democracy focuses on the growing role of Artificial Intelligence (AI) in governance. As AI rapidly advances, its impact on public life and democracy has become increasingly significant. UNESCO’s Recommendation on the Ethics of Artificial Intelligence and other international reports highlight the urgent need for responsible and inclusive AI governance frameworks. Ensuring that AI is used ethically and fairly is crucial for protecting democracy.
Beyond the global level, these principles can be implemented in our workplaces and daily lives to foster a more equitable and accountable approach to AI.
Key Principles for AI Governance and Their Application:
Inclusivity:
AI tools should be accessible to everyone, regardless of geography or socioeconomic status. In the workplace, this translates to promoting diverse hiring practices and offering AI education. On a personal level, individuals can advocate for policies that ensure equal access to AI technologies.
Public Interest & Accountability:
AI governance should serve the public good by holding companies that develop and use AI accountable for their actions. Organisations can work to create transparent AI systems, while individuals can support companies that prioritise responsible AI use.
Data Governance:
Since AI relies heavily on data, its ethical management is essential. Companies should ensure data privacy and transparency, while individuals should be mindful of their own data-sharing practices and demand transparency from organisations.
Collaborative AI Governance:
Effective AI regulation requires collaboration between governments, businesses, and civil society. In workplaces, organisations can partner with diverse stakeholders to co-create responsible AI policies. On an individual level, we can participate in initiatives and forums that promote ethical AI governance.
International Law & Human Rights:
AI must be aligned with global human rights standards, including the UN Charter and the Sustainable Development Goals (SDGs). This means adopting AI solutions that promote equality, sustainability, and human rights in both professional settings and everyday life.
